The Instructional Problem would be the marketing department lacks communication and survey skills to communicate with the general population in terms of selling the product or services the business if offering. If this department is off base in terms of people's thoughts and feelings, they doom the company.
An example is many people after 9/11 were pro-war, which I think led to a lot of ads involving patriotism. Now there is a divide on whether or not we should be overseas fighting in a "war" with Irag, which means pro-war ads wouldn't do so well (best example I could come up with off the top of my head).

Your statement/description seems to indicate a problem with your hiring process. Are they really as far off base as you are implying here? Does it really make sense to try to deliver on-the-job training to fix this or might a wholesale reorg not be in order?
Or, are they decent but out of touch? Perhaps you are looking to provide a sort of ongoing process which will aim to keep them in touch with the community and products they are trying to serve?
